There are 100 numbers from 300 to 399. Each one has a number 3 in the 1st digit. (hundreds place)
There are 10 numbers from 330 to 339. Each one has a number 3 in the 2nd digit. (tens place)
There are 10 numbers that has a number 3 in the last digit (ones place) i.e. 303, 313, 323 ... 393.

Therefore, there are totally 120 times of number 3 from number 300 to number 400.
